Applying for a visa
Note: According to the bilateral interstate agreements, for the holders of diplomatic and official (service) passports; mutual visa-free regime is applied between the Republic of Azerbaijan and the countries, listed here
The Embassy of the Republic of Azerbaijan issues single and multiple types of (tourist, business, transit, visiting) visas to Azerbaijan
The following documents should be submitted to the Consular Section of the Embassy to obtain a visa to Azerbaijan:
1. Completed visa application form;
2. An invitation letter from Azerbaijan
3. Valid passport or other travel document (original ones) which should have at least one clear page for the visa. A passport must be valid for no less than three month after the date of your planned departure from Azerbaijan. Holders of travel documents must submit valid permanent resident card;
4. Two (2) biometric 3.5 cm x 4.5 cm coloured photos with a white backround, taken within the last 6 months;
5. Non-Vietnamese citizens should present Vietnam residency permit;
6. Receipt of the payment (bank transaction statement).
Processing time is from 3 to 7 days (depending on visa type).
Visa fees for the citizens of the Sociaalist Republic of Vietnam are as follows:
- Single entry visa (up to 90 days) – 100 USD;
- Multiple entry visa (from 90 days to 180 days) – 350 USD.

Important notices:
- For all visa types (transit visas exepted) entries, an inviting part should submit the request to the Consular Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan in order to get the authorization letter, sent by the Ministry to the Embassy of the Republic of Azerbaijan;
- The Consular Section reserves a right to require any other documents that it considers to be necessary for visa application procedure;
- No assurances regarding the issuance of visas can be given in advance
Required documents for various visa types
Official visit:
- Diplomatic Note of the Ministry of Foreign Affairs of the Socialist Republic of Vietnam, diplomatic representations and international organizations.
Business visit:
- The foreigners applying for business visas to Azerbaijan should present to the Embassy required documents, including the letter of invitation issued by the Ministry of Foreign Affairs of the Republic of Azerbaijan upon the application of the inviting companies. Those companies should apply to the Ministry of Foreign Affairs in advance.
Tourist visit:
- Confirmation from receiving tourist organization in Azerbaijan;
- Reservation from a hotel for the whole period of trip;
- Copy of the flight tickets.
Note: According to the regulations, foreigners who wish to visit the Republic of Azerbaijan as tourists are required to apply for electronic tourist visas via tourist companies operating in the Republic of Azerbaijan. For information about the List of the tourist companies please click here.
Private visit (visiting family or friends):
- The individuals (Azerbaijan citizens or the foreigners with residence in Azerbaijan) inviting foreigners to Azerbaijan on private basis should apply to the Ministry of Foreign Affairs of the Republic of Azerbaijan prior to the visits to get the letter of invitation. The foreigners planning to visit Azerbaijan should present the letter of invitation and other required documents to the Embassy.
Transit visit:
- Valid entry visa to a country of the main destination and a round trip ticket. The validity of transit visa is 5 days.
From April 1, 2013 foreigners and stateless persons arriving in the Republic of Azerbaijan for a period of more than 3 days should get registered according to amendments made to the Law №582-IVQD of the Republic of Azerbaijan dated on March 5, 2013 on “Making amendments to the Law of the Republic of Azerbaijan on “Registration upon place of residence and stay”, the Law №583-IVQD of the Republic of Azerbaijan dated on March 5, 2013 on “Making amendments to the “Regulation on application of the Law of the Republic of Azerbaijan on “Registration upon place of residence and stay” and the Law №584-IVQD of the Republic of Azerbaijan dated on March 5, 2013 on “Making amendments to the Law of the Republic of Azerbaijan on “Approval of “Regulation on special documents of stateless persons permanently residing in the Republic of Azerbaijan and foreigners intending to reside in the Republic of Azerbaijan for more than 30 days”.
For this purpose upon arrival of a foreigner or a stateless person at a hotel, sanatorium, rest home, boarding house, camping, tourist base, hospital, any such public place, apartment or other living space, administration of that place or owner of the living space (“receiving party”) should submitapplication form on registration upon place of stay of a foreigner and passport copy of that person personally or via mail, e-mail (qeydiyyat@migration.gov.az) to the State Migration Service of the Republic of Azerbaijan within 3 days.
Application forms can be obtained from the State Migration Service and post offices throughout the country. Electron Application form is available on internet information resource (www.migration.gov.az) of the State Migration Service of the Republic of Azerbaijan.
After reception of the Application form the State Migration Service of the Republic of Azerbaijan immediately registers the foreigner upon place of stay and presents written notification to receiving party within 1 working day.
Foreigners are registered for the following period:
- Persons arriving upon visa - for the period of stay indicated on visa;
- Persons arriving under visa-free regime – for 90 days.
State duty is not paid for foreigners’ registration upon place of stay.
When foreigners leave the place of stay receiving party should give information about it to the State Migration Service of the Republic of Azerbaijan and upon this information they are removed from registration. Upon expiry of registration period foreigners are considered as removed from registration.
When a foreigner changes place of stay he/she should get registered upon place of stay in the aforementioned way.
Changes in the procedures of getting entry visas by foreign citizens and stateless persons upon arrival in the Republic of Azerbaijan
According to the Decree of the President of the Republic of Azerbaijan No. 326 dated September 13, 2010, foreign citizens and stateless persons upon their arrival in the Republic of Azerbaijan can get entry visas in the visa sections in the international airports of the Republic of Azerbaijan in the following cases:
1. In the cases envisaged in the interstate and intergovernmental treaties of the Republic of Azerbaijan;
2. Persons visiting the Republic of Azerbaijan by the official invitation of the President of the Republic of Azerbaijan, the Prime-Minister of the Republic of Azerbaijan, the Chairman of the Milli Majlis (Parliament) of the Republic of Azerbaijan, the Head of the Administration of the President of the Republic of Azerbaijan, the Head of the Supreme Majlis of the Nakhichevan Autonomous Republic;
3. Persons visiting the Republic of Azerbaijan by the official invitation of the Chairman of the Constitutional Court of the Republic of Azerbaijan, the Chairman of the Supreme Court of the Republic of Azerbaijan, the General Prosecutor of the Republic of Azerbaijan, the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, the Chairman of the Central Election Commission of the Republic of Azerbaijan, the heads of the central executive power bodies of the Republic of Azerbaijan, the Chairman (Governor) of the Central Bank of the Republic of Azerbaijan, the Head of Administrative Department of the President of the Republic of Azerbaijan, the Head of Special Medical Service of the President of the Republic of Azerbaijan, the management of the National Olympic Committee of the Republic of Azerbaijan, the Chairman of the Caucasus Muslim Department, heads of the foreign companies operating in the Republic of Azerbaijan in accordance with the international treaties supported by the Republic of Azerbaijan, agreed with the State Migration Service of the Republic of Azerbaijan;
4. Members of the diplomatic, administrative and technical staff of the foreign diplomatic missions, consulates, and offices of the international organizations in the Republic of Azerbaijan and their family members, as well as foreign citizens visiting the Republic of Azerbaijan with special diplomatic missions
5. Persons visiting the Republic of Azerbaijan by the official invitation of the Ministry of Emergencies of the Republic of Azerbaijan to participate in the operations to eliminate the consequences of emergency situations;
6. Persons visiting the Republic of Azerbaijan due to the death of a family member, on the basis of the relevant confirmation documents;
7. In the cases visit to the Republic of Azerbaijan of the citizens of foreign countries where the diplomatic missions and consulates of the Republic of Azerbaijan are not accredited and having straight air line with the Republic of Azerbaijan.
