3rd Session of the Azerbaijan-Vietnam Intergovernmental Commission was held in Hanoi
On July 17, 2025, the 3rd session of the Azerbaijan-Vietnam Intergovernmental Commission on Economic, Trade, Scientific and Technical Cooperation convened with participation from high-level delegations, led by Minister of Energy of Azerbaijan Parviz Shahbazov and Vietnam’s Minister of Industry and Trade Nguyen Hong Dien.
At the session, both sides reviewed the current status of bilateral cooperation across a wide range of sectors, including:
- Trade and investment
- Energy and renewables
- Transport and logistics
- Small and medium enterprises
- Tourism, agriculture, defense industry, education, and culture
It was noted that bilateral trade turnover increased by 5.4% in the first five months of 2025, reaching USD 58.4 million, indicating a positive trajectory in economic ties.
Parviz Shahbazov underlined that the strategic partnership has laid the groundwork for an ambitious future. He noted that a document titled “Areas of Cooperation” has been prepared for the years 2025–2027, outlining the implementation of 58 measures across 17 priority areas. Minister emphasized that Azerbaijan and Vietnam, as strategic partners, are committed to achieving significant progress in all these areas in the coming years.
Vietnam’s Minister Nguyen Hong Dien reiterated the importance of Azerbaijan as a reliable partner and highlighted Vietnam’s growing economic strength. Minister said that there is strong political will and support at the leadership level to deepen Vietnam-Azerbaijan cooperation.

Energy cooperation remains a core pillar of bilateral ties, with Azerbaijan’s SOCAR Trading actively supplying crude oil to the Vietnamese market. Recent MoUs signed in the field of renewables with ROX Group and SOCAR–Vietnamese counterparts are expected to deepen this cooperation.
The sides also discussed future collaboration in logistics, including the integration of Middle Corridor, North–South, and East–West transport routes, as well as the planned launch of direct cargo and passenger flights. Notably, Silk Way West Airlines has opened a representative office in Vietnam, and direct cargo flights are expected to begin soon, while Azerbaijan Airlines considers future passenger routes on Baku–Hanoi.
Cultural and humanitarian cooperation is also expanding. The Vietnamese side acknowledged the recent visit of Ms. Leyla Aliyeva, Vice-President of the Heydar Aliyev Foundation, and the upcoming “Vietnam Days in Azerbaijan” scheduled for next week.
The session concluded with the signing of the Commission’s Final Protocol and approval of the 2025–2027 Action Plan.
