Azerbaijan – Vietnam relations
Brief historical relations:
The diplomatic relations between the Republic of Azerbaijan and Socialist Republic of Vietnam were established on September 23, 1992. The ambassador of the Socialist Republic of Vietnam to the Republic of Azerbaijan Pham Xuan Son (residence in Moscow) presented his credentials to H. E. Mr Ilham Aliyev, the President of the Republic of Azerbaijan on December 1, 2011. H. E. Mr. Anar Lachin oglu Imanov appointed as the Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Socialist Republic of Vietnam with the decree № 2744, dated February 27, 2013, issued by H. E. Mr. Ilham Aliyev, the President of the Republic of Azerbaijan. H. E. Mr. Anar Lachin oglu Imanov presented his credentials to H. E. Mr. Truong Tan Sang, President of the Socialist Republic of Vietnam, on May 16, 2013.
High level mutual visits:
May 18-19, 2014 – H. E. Mr. Ilham Aliyev, President of the Republic of Azerbaijan paid a state visit to the Socialist Republic of Vietnam.
Other visits:
July 2-5, 2014 – Mr. Houng Tuan Anh, Minister of Culture, Sports and Tourism of the Socialist Republic of Vietnam paid an official visit to Azerbaijan.
April 25 – 29, 2013 – Mr. Mubariz Gurbanli, Member of Parliament and Deputy Executive Secretary of New Azerbaijan Party, and Mr. Asaf Hajiyev, Member of Parliament and Head of International Relations Department of New Azerbaijan Party paid a visit to Vietnam to attend the 19th meeting of International Conference of Asian Political Parties.
April 11-13, 2013 – Mrs. Nguyen Phuong Nga, Deputy Minister of Foreign Affairs paid a visit to Azerbaijan to attend the Forum of Graduates of Moscow State Institute for International Relations that was held in Baku.
November 21-24, 2012 – The delegation headed by Mr. Hoang Bing Quan, Member of Central Committee and Head of External Relations Committee of Vietnam Communist Party paid a visit to Azerbaijan to attend the International Conference of 7th General Assembly of Asian Political Parties.
April 7-10, 2010 – Mr. Hoang Trung Hai, Deputy Prime Minister of Vietnam and Mr. Nguyen Kuok Kiong, Deputy Minister of Foreign Affairs paid a visit to Azerbaijan.
April 2007 – Mr. A. Abbasov, the Minister of Communication and Information Technologies paid a working visit to Vietnam.
Inter-parliamentary relations:
June 27-29, 2013 – The delegation headed by Mr. Uong Chu Luu, vice- chairman of Vietnam Parliament paid a visit to Azerbaijan.
December 17, 2013 – Azerbaijan-Vietnam Inter-parliamentary Friendship group was established in the Parliament of Azerbaijan. Mr. Novruzali Aslanov is the head of the group.
November 2013 – Vietnam-Azerbaijan inter-parliamentary friendship group was established in the Parliament of Vietnam. The head of the group is Mr. Trand Dinh Nha, vice-chairman of Defence and Security Committee of the Parliament.

Political sphere:
February 25, 2013 – Mr. Khalaf Khalafov, Deputy Minister of Foreign Affairs of the Republic of Azerbaijan who was participating in the High-level Segment of the 22nd session of UN Human Rights Council which was held in Geneva, met with Mr. Pham Binh Minh, Minister of Foreign Affairs of the Socialist Republic of Vietnam and discussed development perspectives of bilateral relations.
In the political sphere two documents were signed between the two countries:
1.Protocol on Cooperation between Ministry of Foreign Affairs of the Republic of Azerbaijan and Ministry of Foreign Affairs of the Socialist Republic of Vietnam.
2.Memorandum of Understanding between the New Azerbaijan Party and the Communist Party of Vietnam.
April 9-11, 2007 - Mr. Vuong Thua Phong, Director of European Department of Ministry of Foreign Affairs of Vietnam paid a visit to Azerbaijan for political consultations between the Ministries of Foreign Affairs of two countries.
Economic sphere:
In 2013 trade turnover between Azerbaijan and Vietnam was 307, 75 mln. USD Import: 5, 20 mln. USD
Export: 302, 55 mln. USD

1.Agreement on Strategic Cooperation between State Oil Company of the Republic of Azerbaijan (SOCAR) and Vietnam Oil and Gas Corporation (Petrovietnam).
2.Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Republic of Azerbaijan on economic, trade, scientific and technical cooperation.
3.Agreement between the Government of the Republic of Azerbaijan and the Government of the Socialist Republic of Vietnam on avoidance of double taxation concerning taxes on the income and property.
Humanitarian sphere:

Agreements were signed between the Republic of Azerbaijan and Socialist Republic of Vietnam:
1.Agreement on visa exemption for diplomatic, service or official passport holders between the Government of the Republic of Azerbaijan and Government of the Socialist Republic of Vietnam.
2.Protocol on Cooperation between Ministry of Foreign Affairs of the Republic of Azerbaijan and Ministry of Foreign Affairs of the Socialist Republic of Vietnam.
3.Agreement on Strategic Cooperation between State Oil Company of the Republic of Azerbaijan (SOCAR) and Vietnam Oil and Gas Corporation (Petrovietnam).
4.Memorandum of Understanding between the New Azerbaijan Party and the Communist Party of Vietnam.
5.Cooperation Program on cooperation in the field of culture between the Ministry of Culture and Tourism of the Republic of Azerbaijan and the Ministry of Culture, Spots and Tourism of the Socialist Republic of Vietnam in the period of 2014-2016.
